Membership and Monitoring Procedures
Affiliation is open to all companies working in the remunerated people ground transportation sector.
Whether operators or sales intermediaries, they can all commit to the path of quality and help promote a sector ready to play an essential role at the forefront of the new global challenge, while meeting customer-focused standards of excellence.

Membership:
The Affiliate candidate must, starting with the form available on the Driver Quality Charter website, complete and validate a membership application.
On receipt of this application, Driver Quality Charter will provide, by email, access details for a reserved page.
From this page, the candidate will be able to download a form to complete.
By completing this form, the candidate is declaring that the information supplied is genuine and true. His company’s position, as described by him in these documents, must be true.
In order to be considered, the candidate must achieve a minimum result of 60% on the questions asked in the application form, and pay his membership dues.

In the 30 calendar days following receipt of themembershipfees, the candidate will undergo a full Driver Quality Charter test in order to confirm the questionnaire completed by the candidate.
Depending on the result of the test, the following steps will be taken:
Between 60% and 75%:
The candidate has 60 days to comply.
At the end of these 60 days, the trainee will be subject to a second test, the result of which will be taken into account only if it is higher than the result of the first test.
Above 75%:
The candidate is considered as approved and they may be published and promoted on the site.

Publication
Once approved, the affiliate member is no longer a Candidate andwill be included on the website once his publication fees and contribution to the control costs fees have been received.
These amounts are payable half-yearly in advance.

Description of the fees :
Membership:
• Membership is validated from the date payment is received, for a period of 3 years.
• From this point, the membership fee is acquired definitively by Driver Quality Charter even in the case of forfeiture due to non-respect of the Charter by the affiliate member or due to membership cancellation by the member himself. • Membership is renewed automatically for the same period, except if the affiliate member terminates it by recorded delivery at the latest 60 working days before the date of renewal. • Membership opens up the access to the certification by the Driver Quality Charter guaranteed by systematic checks. • Affiliation also opens up access to the basic Members Area. Here, the affiliate member will find various documents available to him, the basic profile of his/her company as it will be published on the Driver Quality Charter site, the status of his Member account and information relating to controls carried out at his business. • Moreover, membership also gives access to additional services offered by the Driver Quality Charter, such as consultancy services, offers of training, administrative information, newsletters…
Publication :
• The publication fee is validated from the date of receipt of payment for a period of 6 months • The publication fee will be renewed automatically for the same period unless the member terminates by recorded delivery at the latest 20 working days before the date of renewal. • It carries with it the right to a personalised dispplay in the Charter’s directory of members published on the site and referenced under the following key words:
§ Country (Ex.: Belgium, England, Ireland, USA, Canada, Jamaica, Dubaï…) § City (Ex.: Brussels, London, Dublin, New York, Toronto, Geneva…) § Vehicle 1 (Ex.: Car, Minivan, Coach, Limousine…) § Vehicle 2 (Ex.: Car, Minivan, Coach, Limousine…) § Vehicle 3 (Ex.: Car, Minivan, Coach, Limousine...)
• It provides access to improvements to the personal display and the addition of key words listing (see point 5)
Contribution to Quality control costs:
• The contribution to Quality control costsis a contribution to a fund to finance the costs of direct, anonymous inspections which necessitate the effective completion of an assignment. • To be precise, the funds generated by these contributions pay the amounts billed for assignments provided by the affiliate members for the Driver Quality Charter inspectors acting anonymously in the framework of an inspection. • This contribution does not give a systematic or preferential right to any inspection. These inspections are managed independently by the department concerned • Likewise, the amounts paid individually by the affiliate members are not to cover in full or in part costs of particular inspections.

Here is an initial, non-exhaustive list of the products and services available to affiliate members. These are offered separately from other services relating to membership, publication or quality control.
Training:
Various targeted sessions aimed at training or improving participants’ performance in administrative, management, sales or production tasks. The price varies depending on the type of training, the topic of the training session, the number of participants, or the number of affiliate members involved.
Consultancy:
Assistance and advice aimed at improving the company’s performance as much in terms of quality as well as in terms of cost-effectiveness. The price varies in accordance with a prior assessment of needs.
Improved Basic display:
When the search results are displayed, the affiliate member may have his company logo appear in the basic displaylisted.
Personalised display:
Basically, the affiliate member’s display is made up of data from this source file. This improvement service allows the members to personalise their display by adding a logo, two photographs and a short text. Details are available on request.
Additional key words:
Besides the basic key words, the affiliate member may increase the number of key words above those used in the internal directory of affiliate members. These additions enable him to increase the frequency of appearance ofhis basic display in the list of search results.
Vehicle stickers:
Members who wish to do so will soon be able to order discreet stickers bearing the Driver Quality Charter image. These will be personalised with the membership no. below the initials and the registration date and number-plate details of the vehicle concerned.
Personalised administrative documents:
A range of administrative document templates is available in each member’s private area. These documents can be personalised by the Driver Quality Charter and may include the affiliate member’s contact details, their logo, etc…
Accessories for clothes and uniforms:
Affiliate members who wish to display their membership of the Driver Quality Charter more openly and to take advantage of the impact of its logo will soon be able to get hold of various small, simple and discreet accessories such as jackets pins, tie pins, ties …

Quality Controls
Types of controls
There are four kinds of control:
• Anonymous indirect control, or AIC, is a control carried out from a distance without the affiliate member’s knowledge
• Identified indirect control, or IIC, is a control carried out from a distance, but the inspector identifies himself.
• Anonymous indirect control, or AIC, is an control carried out on site without the affiliate member’s knowledge.
• Identified direct control or IDC, is an on-site control, where the inspector identifies himself.
Controls may be scheduled, planned, unexpected, random or requested.
The questions which make up the controls are related to the details either of the Charter itself or the specific promises within the Charter, or both.
Control procedures
Controls are carried out using printed documents in which the inspector has identified himself, and which he has signed. The document may be faxed to the affiliate member on request.
Answers to the controls questions ticked by the inspector must be considered as objective.
Within the framework of questions where follow-up may be required (following up a message that has been left, or a request which is on hold…) the inspector will supply a short written explanation for internal use. This explanation could be used in a case where the affiliate member contests the result.
Within the framework of anonymous controls designed to check that promises are being kept with regard to managing proposals and/or sale files, where the affiliate member may believe he has completed a sale, the description of the fictitious assignment will not exceed the following limits:
- The assignment may not involve more than 2 vehicles. - The assignment may not last longer than 2 days. - The assignment will not involve more than 2 additional services (accompanying guide, catering, security service …). - The assignment will not necessitate mileage requiring more than 16 consecutive road hours. - The date the fictitious assignment should be carried out will never be less than 12 weeks from the date the order is confirmed - A fictitious assignment must always be cancelled within 8 working days following receipt of the order confirmation. - No fictitious assignment may be scheduled during periods when the affiliate member under control anticipates a heavy workload.
Information relating to prices or services received in the framework of a control is confidential and for the sole use of Driver Quality Charter who will never use it in any way with the exception of compiling general statistics which do not quote any of the affiliate members.
Any person acting for Driver Quality Charter within the framework of a control must abide by the same duty of confidentiality and discretion.
Contesting controls
A control will be considered as definitive if it is not contested within 30 calendar days following its notification.
A control is considered as validly contested if the objection is notified in the affiliate member’s Member Space on the Driver Quality Charter website or, failing that, by fax.
It is the responsibility of the affiliate member contesting the control to re-submit their objection if they have not received personal acknowledgement of receipt as described.
Where a control is contested, a second control will be carried out within the 60 calendar days following the objection.
Any potential consequences of a contested control will be implemented only after the results of the second control have been published.
If a second control is conducted, only the control which yielded the better result will be taken into account and considered definitive. This precaution is taken in order to underline the fact that a control is a snapshot, at any given moment, of the aspect(s) inspected.
